掌管政務院文教委,領導這麼多重要的文化教育部門,這麼多 學術造詣精深

的大學者,一貫謙虛謹慎的習書記認為, 自己恐怕難 以擔當這副重任,便向毛主席

請辭。毛主席沒有接受他的請求,反 而鼓勵他說:“蛇,看起來十分可怕,但印度人

要蛇,得心應手, 關鍵在於真正模到事物的客觀規律,任何工作都可以做好。”時

隔 一月,中央任命習書記為中共中央宣傳部部長兼政務院文化教育委 員會黨組

書記。

一身二任,習書記知難而進,勇於擔當。到職以後,他首先對 全國的文化教

育工作進行調查研究,到各地主動瞭解文教工作的情 況。1953年1月13日至

24日,習書記主持召開全國大區文委主任 會議。會議制定了“整頓鞏固、重點發

展、提高質量、穩步前進” 的十六字工作方針。通過認真貫徹這一工作方針,文

教工作得到了 健康發展。

全國第一屆電影藝術工作會議於1953年3月13日在北京召開, 習書記在大

會上講了話。這是他在全國文化藝術工作者群體面前第 一次公開亮相。
