作重心轉移等一系列政策推進的必然結果。

習書記到廣東赴任不久,1978年5月11日, 《光明日報》發 表了《實踐是檢

驗真理的唯一標準》一文, 《廣州日報》和《南方 日報》分別於5月12日、13日

予以轉載。顯然。習書記是最早支 持這篇文章觀點的省委書記之一。作為廣東

省委的主要負責人,他 本人的思想解放和觀念更新,毫無疑問對廣東省的改革開

放、開拓 創新,特別是建立特區起了非常關鍵的作用。

促使在深圳建立特區,一個客觀因素是再次爆發的偷渡逃港風 潮。1979年

1月至5月份,廣東全省發生偷渡外逃11.9萬人。逃出2.9 萬人,達到歷史最高

潮。其中,最嚴重的是深圳所在的惠陽地區 外逃人數佔全省60%以上。長期以來

,偷渡外逃問題被認為是階級 鬥爭在邊界上的一個反映,是被作為敵我矛盾來處

理的。

要找到解決偷渡風的辦法,首先要弄清偷渡的原因。為此,習 書記親自到當

時的寶安縣進行調研。他看到沙頭角對面的香港高樓 林立、車水馬龍,晚上燈火通

明。而我們這邊大片土地荒蕪,村裡 只留下老少婦孺,個別村甚至十室九空。許多

村子沒有通電, 晚上 一片漆黑。路途上又看到被押解回來的群眾,以及收容所裡

惡劣的 條件。習書記不禁消然淚下,他痛切地批評道“當年我們對胡宗 南的俘

虜都是要講俘虜政策的,對群眾就更要注意執行黨的政策和 紀律!”他進而瞭解到

,深圳河這邊的羅芳村農民的人均年收入是 134元人民幣,而河對岸香港那邊的

羅芳村人均年收入是1.3萬元 港幣。香港和內地兩邊生活水平相差之懸殊令人

心痛。於是,他以 那一貫直率的語言說:“我們自己的生活條件差,問題解決不了。

怎麼能把他們叫“偷渡犯’呢?這是人民內部矛盾。不是敵我矛盾。 不能把他們

當敵人。” “要怪就怪我們沒有把群眾生活搞好,沒有 制定好的政策來維護他們

的利益。”據此。習書記提出解決偷渡外 逃的根本方法是標本兼治,關鍵是治本、

發展生產,把我們這邊人 民生活水平盡快提高上去。
